Aviation English Proficiency Test - EPTA (English Proficiency Test for Aviation)
In an effort to comply with ICAO standard for language proficiency, the Government of the Republic of Korea (ROK) has implemented the English Proficiency Test for Aviation (EPTA) since 5 March, 2008. In relation to English proficiency, ICAO defines 6 levels where only levels 4 through 6 are acceptable. The ROK also requires the minimum rating of level 4 of all pilots engaged in international operation, air traffic controllers and aeronautical station operators involved with international traffic to demonstrate their English proficiency.ICAO Language Proficiency Levels

Electronic Safety Tools for Safety Management
Since 2006, the Republic of Korea has developed and operated SMIS (SARPs Management & Implementation system) and SOMS (Safety Oversight Management System), the web-based programmes enhancing national aviation safety in a risk-based and data-driven manner. The ROK now presents its electronic safety tools for proactive safety management to the international aviation society in order to contribute to the improvement of global aviation safety and efficiency.SMIS (SARPs Management & Implementation system) Ver. 3.5
SMIS is a web-based programme designed for Civil Aviation authorities (CAAs) to manage overall framework of compliance with ICAO Standards and Recommended Practices (SARPs) in a sustainable manner regardless of the size of the CAAs, to process more than 200 State letters addressed by ICAO per year and manage all data required for the implementation of ICAO Safety Audit (USOAP)SOMS (Safety Oversight Management System) Ver. 1.5
SOMS is a web-based programme designed for Civil Aviation Authorities (CAAs) to manage overall safety oversight process and procedure in all civil aviation sectors; and developed in accordance with the requirements of ICAO Safety Oversight Manual (Doc. 9734), Manual of Procedures for Operations Inspections, Certification and Continued Surveillance (Doc. 8335), and Safety Management Manual (Doc. 9859)Application for Use

Fellowship Training Programme
The Government of the Republic of Korea (ROK) has carried out a Fellowship Training Programme for Developing Countries with ICAO since 2006. With relation to this Programme, the ROK will invite a total of 223 trainees from developing countries in 2013 to participate in below 12 courses including Aviation Policy for Executives course with the aim of promoting balanced development of international civil aviation. In accordance with Article 138 of Aviation Act and ICAO SARPs, any organization which wants to conduct maintenance work for Korean registered aircraft, engine and/or propeller shall be approved by Korean government.
